Zero Waste

The concept of Zero Waste entered our lives in July last year when the Ministry of Environment and Urbanization of the Republic of Turkey started to implement it within its own structure and the Zero Waste Regulation was included in the Environmental Legislation. In Europe, in 2018, it approved the new Waste law to prevent waste and increase recycling with the slogan “Waste no more”.
With the development of technology and the increase in the need for disposable materials, waste generation has increased inexorably. Last year, 7. Images of an island called the continent (the size of 5 Turkey) and formed by plastic waste in the Pacific ocean were reflected on the screens.
It was foreseen years ago that it would be a solution to the raw material needs in many sectors with the correct management of wastes and that it would benefit the country’s economy in energy production, and it has started to be implemented by many countries with today’s technologies. The first stage of managing waste is to separate the waste at its source and transfer it to the right waste facility.
NOTE: According to the Waste Management Regulation, the 2019 Waste declaration period expires at the end of March.

According to Turkish Legislation;
The Zero Waste Regulation has determined the implementation schedule for the establishment of the Zero Waste Management System. It is planned that all Organized Industrial Zones, Airports, Shopping Malls, Educational Institutions, Fuel Stations, Health institutions and Business Centers will gradually switch to the management system, which is primarily planned to be passed by Public Institutions and Municipalities. The deadline specified by the Regulation for Fuel Stations is December 31, 2020.
For other facilities and institutions, the dates determined by capacity are December 31, 2020, 2021 and 2022 in stages.
Facilities and institutions that establish the Zero Waste Management System are examined on-site by the members of the Commission and as a result of the scoring, they are entitled to receive a Silver, Gold or Platinum zero waste certificate.

The situation in Europe;
In Europe, 16 tons of material are currently used, which becomes 6 tons of waste per year. In 2010, the total waste generation in the EU amounted to 2.5 billion tonnes. 36% of these wastes were recycled and the rest was landfilled or incinerated. In other words, about 600 million tons of 2.5 billion tons of waste were recycled or reused.
With the new Waste Law that entered into force on 4 July 2018, the EU has given member states 24 months to improve their waste management.
EU countries will now be required to recycle at least 55% of their municipal waste by 2025, 60% by 2030 and 65% by 2035.

ARE OUR FUEL STATIONS READY FOR AN EARTHQUAKE?

In recent days, the earthquakes that have occurred one after another in the east and west of our country have been on our agenda again. Today, when we wish God’s mercy on the deceased, endless patience to their relatives and a speedy recovery to the injured, our experience of more than 20 years in the sector imposes great responsibilities on us, especially in terms of earthquake and life. With this awareness, we ask our business stakeholders as an institution that produces the “most protective”, “most prepared for hazards”, “most advanced” and “most reliable” solutions, “Are Our Stations Ready for Earthquakes?”

On the Turkey Earthquake Hazard map, which we are now familiar with seeing, there are approximately 6000 fuel stations only in red areas. In particular, it is of great importance to take additional precautions at fuel and service stations located in city centers and places where people such as hospitals, schools, shopping malls and subways are concentrated. Otherwise, as in the case of an explosion at a gas station and a related fire incident in the Muş earthquake, fire damage may be encountered rather than the destructive damage of the earthquake. Additional and specific measures that can be taken against earthquakes at fuel and service stations can be introduced as additional rules within the scope of TS 12820, which determines the safety standards at these stations.

According to the results of the ground survey, more protective and higher standards can be applied for the construction techniques of structures such as tank pool, canopy, tank type and capacity, piping at the stations. The use of elastic flexible (fileks) and double-walled pipes can be encouraged in fuel oil and LPG/gas installations that move under the effect of earthquakes and enter into tension; it can even be mandatory. In addition, the installation of seismic motion-driven power cut-off systems at these stations can provide automatic cessation of energy flow and therefore fuel supply in the event of an earthquake, and reduce the risks of fire and explosion that may occur after an earthquake.

The measures proposed so far are aimed at protecting fuel stations and crowded environments, especiallyat the time of prem, and can be applied during the construction, design and manufacturing phase of the stations or in their current condition.

After that, these stations can play a vital role, such as meeting people’s urgent needs and even being used as a meeting or gathering space. In this case, the first question that will come to mind is, “Can I protect my station and keep it active after the earthquake without the need for anyone?” The station infrastructure diagram below gives a clear answer to this: “Of course, YES.”

TORA, which has been offering these systems to its stakeholders in the sector for years, with more than 20 years of experience in the sector, aims to ensure that they are not harmed not only on peaceful days, but also on emergency and disaster days. TORA’s experience in gas station equipment and safety systems, combined with Gilbarco-Veeder Root automation and environmental sensor applications, makes it easy to control a gas station remotely and continuously. Today, TORA continuously monitors and controls 32,000 points in more than four thousand stations remotely with the alarm management system it has developed.

After the Elazig Earthquake, TORA Call Center Did Not Leave the Stations in the Region Alone!

The TORA Call Center, which provides 24/7 service, supported a total of 205 fuel stations in Elazığ, Malatya and Diyarbakır after the 6.8 magnitude earthquake in Elazig on Friday, 24.01.2020 at 20:55 . As of 21:15, Whatsapp groups with Main Distribution Engineering Managers, Engineers and HSSE Managers were established, and the robustness of the fuel lines, tanks and gas detector systems of the regional stations was inspected with on-line alarm checks and remotely initiated tests through 652 IoT equipment installed by TORA. As of 22:00, a “Station Natural Disaster Support Desk” with 9 people was established.

As a result of the tests and controls, 28 stations that were deemed necessary for field intervention were served throughout the night. The earthquake management process continued until 18:00 on Sunday, 26.01.2020, and the latest situation assessments were reported to the main distribution authorities.

As TORA, with the awareness that earthquakes are a natural part of our lives, our company is ready to provide all kinds of technical support voluntarily, whether you are our business stakeholder or not.

While we mourn our losses, we continue to do our duty completely and on time.

While sustainable technologies have started to integrate into our lives, the production of electric vehicles has accelerated with the development of technology and the increase in environmental awareness. Electric vehicles provide a high degree of convenience to vehicle owners in terms of fuel savings. The fact that they do not require maintenance because they consist only of a battery is another indication that they are very economical.

The domestic car, which we are eagerly awaiting, was introduced by Turkey’s Automobile Enterprise Group in Gebze Informatics Valley. The domestic car will be able to accelerate from 0-100 km / h in under 200 seconds with 7,6 horsepower and 4,8 seconds with 400 horsepower. It will be able to reach 80 percent charge with a fast charging time of under 30 minutes.

As a company aware of this evolution, TORA is ready for this change with its Gilbarco Tritium Home Electric chargers. Gilbarco Tritium EV Electric chargers do not require additional space, they are easily installed in existing spaces. In addition to this feature, it is an economical solution with its high technology, and it is reliable and long-lasting with new generation cooling.

Legal Metrology Services

Services related to legal metrology are carried out within the framework of the provisions of the “Measurements and Adjustment Law” No. 3516 and the “Law on the Preparation and Implementation of Technical Legislation on Products” No. 4703. The Law No. 3516 on Measurements and Adjustment is a law on measuring instruments, and it is to ensure the production and use of all kinds of measurements and measuring instruments within the borders of the Republic of Turkey in accordance with the international system of units. Within the scope of the said legislation, procedures regarding the placing on the market, putting into use and inspection of measures and measuring instruments are carried out in accordance with the relevant technical regulation.

Operations related to measuring instruments are evaluated in three stages:

a) Transactions from design to placing on the market,
b) Transactions related to measuring instruments placed on the market,
c) Operations related to measuring instruments in use.

a) Transactions from design to placing on the market

The procedures regarding the placing of measures and measuring instruments on the market are regulated by the Measurement and Measuring Instruments Type Approval Regulation published in the Official Gazette dated 17/10/2008 and numbered 27027.

According to the provisions of the said regulation; In order to manufacture or import measuring and measuring instruments, type approval must be obtained in accordance with the relevant technical regulation.

b) Transactions related to measuring instruments placed on the market

Transactions carried out while on the market after the placing of measuring instruments on the market, within the framework of the provisions of the Law No. 4703 on the Preparation and Implementation of Technical Legislation on Products; It covers Market Surveillance and Inspection (PGD) activities carried out in order to inspect whether the product is produced in accordance with the relevant technical regulation during the placing or distribution of the product on the market or while the product is on the market, and whether it is safe.

c) Operations related to measuring instruments in use

Measuring and measuring instruments are subjected to the following examinations.

Initial examination: It is the inspection carried out before the sale or use of the newly made or assembled measuring instrument, or during the introduction of imported measuring instruments into the country, or after the repair and adjustment of the measuring instrument whose stamps have been canceled at the end of periodic, sudden, complaint and stock inspections, or after it is repaired by the user as a result of the malfunction of the measuring instrument.

Fixed and hard-to-disassemble meters, which are repaired and adjusted by removing their stamps, are stamped with a temporary stamp by the person holding the authorization certificate, if it is not possible to have the first inspection immediately after the repair. The provisional stamp period is fifteen days, with the day following the day on which the provisional stamp is issued, being counted as the first day. Within the temporary stamp period, it is obligatory for meter users to apply to the Ministry Measurements and Adjustment Organization for inspection and stamping procedures. If the fifteenth day coincides with a holiday, the application can be made until the end of the working day of the next first working day. Applications are made through the Ministry’s website or e-government system. Users who do not apply within this period are subject to administrative and penal action in accordance with the provisions of the Measurements and Adjustment Law No. 3516 due to the act of using the measuring instrument whose stamp has expired. It is obligatory to inspect the measuring instruments in question within 3 months at the latest from the date of application.”

Periodic inspection: It is the general inspection carried out by the service for measuring instruments at certain times.

Periodic inspection periods of measuring instruments are monitored in years, not dates. In the calculation of the periodic inspection period, the year in which it is stamped is taken as a basis, and the year in which it is stamped is counted as the first year, regardless of the date it is stamped during the year. The remaining time is calculated from the year following the year in which it was stamped. The application for periodic inspection of measuring instruments is made by applying to the service from the beginning of January to the last day of February of the year following the year in which the periodic inspection period expires. If the last day of February coincides with a holiday, the application can also be made on the first working day after. The measuring instrument inspection fee must be paid before the application. If the inspection fee is not paid, the application will be deemed invalid.

No penalty is applied to measuring instruments that are found to be not working correctly as a result of periodic inspection.

For those who do not apply for periodic inspection on time, even if they have applied later, if it is determined that the measuring instrument is in use, the necessary sanctions are applied by the Ministry in accordance with the provisions of the Law due to the act of using a measuring instrument whose stamp has expired.

Sudden inspection: Sudden inspection is an unannounced inspection at the places where the measuring instrument is located, upon the necessity or notice of the General Directorate and/or the provincial directorate.

Necessary sanctions are applied by the Ministry in accordance with the provisions of the Law due to the act of using measuring instruments that are found to be not working correctly as a result of the sudden inspection.

The repair and adjustment and inspection costs of the measuring instruments that are found to be not working correctly as a result of the sudden inspection are covered by the user.

Complaint inspection: It is the inspection carried out by the General Directorate and/or the provincial directorate upon the application of the user of the measuring instrument or another person in order to determine whether a measuring instrument is working correctly.

Stock inspection: Stock inspection is a form of inspection in which the measures and measuring instruments that are not sold even though they bear the first inspection stamp and are kept in stocks in warehouses, workshops, manufacturing or sales places or in stock that are not yet needed to be used are subjected to them again within the periodic inspection periods.

Oil Fuel Separator Separators

Oil/Fuel Separator; It is the pre-treatment equipment used to separate all kinds of oil and oil derivatives mixed with water from water. Most often it is one of the first stages of large wastewater treatment plants. As it is known, Water Pollution Control Regulation (O.G Date: 31.12.2004, O.G Number: 25687); Rainwater, cooling water, etc. It states that wastewater should not be diluted with less polluted waters. So what should we do if we cannot discharge oil or fuels mixed with rainwater or cooling water to the wastewater treatment plant? Oil/fuel separators in various sizes and easy to position are the answer to such problems.

Even a drop of oil can pollute hundreds of cubic meters of water. Fuels can be found in many phases (liquid, gas) according to the differences in their chemical components and can be easily transported. Oil derivatives can even cause the risk of explosion in the channels. Thanks to the oil/fuel separators, the fuels can be collected separately and controlled without being discharged into the receiving environment or channels.

According to Turkish Legislation;

In Article 54/7 of the Regulation on Fire Protection of Buildings; In the liquid fuel boiler room, liquid fuel streams are passed through the fuel separator and then drained into the sewage pit and removed from the boiler room in a controlled manner.

In Article 118/8 of the Regulation on Fire Protection of Buildings; Spilled flammable liquid is prevented from leaking into wastewater pits, ducts, pipes and pipe and plumbing ducts.

In Article 120/4b of the Regulation on Fire Protection of Buildings; In places where filling and discharge are made, the mixing of the flowing liquid with surface and underground water resources and sewage is prevented.

Fuel Stations – Safety Requirements (TS12820)-In 4.10.3; Oil-fuel separation and sludge sedimentation systems should be used in the station, where surface water and washing/service wastewater are separated.

In Europe, the EN-858 (Separation systems for light liquids (such as oil and petroleum) standard) details the installation and use of oil/fuel separators. In Turkey, TSE has published the TS-EN 858 standard.

According to the EPA;

EPA’s SPCC (Spill Prevention, Control, and Countermeasure) Guidance states that the oil separation process in wastewater treatment plants is not included in this guide.

SPCC has divided the oil/fuel separators into 4 according to the needs of the facility where they will be used.

Use in Wastewater Treatment Plants (CRF14)

Use in Secondary Enclosures

Use in Fuel Production Facilities

Use in Oil Recovery/Recycling Plants

SPCC recommends using the oil/fuel separator for the recovery and reuse of fuels.

In addition, SPCC states that oil/fuel separators are a reliable method in the following projects.

At an active groundwater reclamation site

In the retention of oils from oil and liquid wastes

Landfill leachate collection systems
